Russia's capital is famous for its beautiful and extensive metro, but much of this city of 12 million relies on buses.

The Moscow Department of Transport, contracting through the Plekhanov University of Economics, has twice hired JWA to help with a redesign of the massive and archaic bus system for Moscow city

In 2015, JWA led the redesign of bus services in the city centre, which was triggered by changes to the Kremlin Ring Road to allow two-way bus service. This eliminated numerous large one-way loops in bus routes, and made through-routing of buses across the city possible, and as a result the city centre network was completely restructured and simplified. JWA facilitated a design workshop with staff from the City and the bus operator to draw the new network. The new network (which Jarrett’s describes in greater detail here) was implemented in 2016 and caused an expansion of patronage.

In 2020, during the pandemic, JWA served as advisors to the City of Moscow as they understood the larger process of redesigning the network across the entire city. JWA provided documents laying out recommended thought processes, and daily two-hour video meetings in which we reviewed the City staff’s work in progress, demonstrated design strategies using sample areas, and advised on challenges they were facing.  JWA also advised the City on data analysis and how to consult the public about the proposed changes.
